Background

 Cleo was one of the secret agents of the ancient Lagrangian Empire, and adopted the code-name Succubus.

 Cleo became one of the administrators for the World Reformation Council particularly stationed in Glory to enforce the Migration Prohibition Order, an edict that prevents people from travelling to regions.

It was at the Northern Square of Glory City where  Cleo met  Lord's Legion and their battle took place.

Recruitment

 Cleo can be obtained at Northern Square of Glory City, Glory by collecting  81 of her genes.

These events take place upon acquiring  81 of  Cleo's genes: after the battle,  Lord attempts to dispel the mind control on  Cleo. She then reveals that she is immune to mind control, as all spies from the Lagrangian Empire were trained to.

 Cleo then explained that she joined the World Reformation Council not because she was mind controlled, but because she doesn't have anything exciting to do in this era. Despite her power, she doesn't really want to battle, she said that she wanted to take care of little children instead. Upon hearing this information,  Lord tried to persuade her into joining the group by showing  Carrot. She immediately fell in awe to the kid and finally decided to join the team.
